Dr. Frederick Frost created Mobile Optometry to assist patients that could not come to his chamber for check-up.  His unique approach allowed those patients in health care facilities and retirement home to receive the same level of refractive and medical care that they would otherwise receive in the chamber.  Dr. Frost provided truly “mobile” optometry by providing much needed services to the patients in rural areas and who were unable to travel.

Mobile Optometry is a branch of mobile-medicine that delivers eye care through digital medical equipment and telecommunications technology. Today, applications of mobile-medicine encompass access to eye specialists for patients in remote areas, ophthalmic disease screening, diagnosis and monitoring; as well as distant learning. Mobile Optometry enables health professionals to take ocular images and attend to patients who have limited access to ocular health care. These images allow the ophthalmologist and health care professionals and researchers to carry out the aforementioned applications.

There has been a significant increase in Mobile Optometry research over the past decade. Highly protocol specific Routine care / practice of medicine vs. clinical trial related activities are undertaken in medical optometry. DCT using tele medicine and mobile HCPs should not be held to alternate and higher standard. Still, it is important to decide what aspects are similar or different and providing proper consideration and planning toward those differences. Examples of standard applicable considerations are provided (e.g. safety profile of IMP, complexity of protocol / trial endpoints, investigators plan to supervise trial conduct).

In protocol the trial-related procedures are clearly mentioned that can be performed by a local or mobile HCP, and/or other trial personnel who are sub-investigators. The experience, qualification, trial specific training, education, and necessary licensure of the local HCP/sub-investigator/other trial staff are clearly indicated. FDA guidance and Agency personnel are consulted when developing DCT protocol.
